| GUERNSEY's team can provide the further land

opportunities. The GUERNSEY team developed a master plan for
the Arkansas River Corridor spanning from Keystone Dam past
Bixby to the Tulsa County/Wagoner County line. The 42- mile
corridor plan identifies development opportunities in each community
along the Arkansas River, giving our team the benefit of existing
knowledge of the corridor's complexities and potential. |

| Future development activities in the corridor
are subject to many levels of regulatory requirements including
local, state and federal regulation. The GUERNSEY team can address
environmental issues such as critical wildlife habitat, previous
environmental contamination and cultural resources. Regulatory
requirements such as All Appropriate Inquiries, Section 404
Permitting and storm water permits are critical to development
projects. |

future corridor development. Future development must interface
with the existing infrastructure for successful projects.

management considerations. Hydrology and hydraulic services
are key to any riverfront development.
